The start of New York City congestion pricing can proceed as scheduled on Sunday, a federal judge has ruled.A hearing began Friday afternoon, and it was a tense four-hour wait before the judge's decision came down.

Certain roads will be fully exempt from the tolls, including the FDR Drive and West Side Highway. In addition, the Hugh L. Carey Tunnel, and the roads that connect it to the FDR and West Side, will also be exempt, according to the MTA.
