Eversource reported more than 1,000 outages in Torrington, 620 in Winchester and more than 400 in Harwinton and Litchfield.
The Connecticut state Department of Energy and Environmental Protection (DEEP) tells News 12 they were brought in to help in January, and have been unable to pinpoint the exact source of the leak.
